BIGAY-BUHAY PARA SA BAGUMBAYAN
A LIVELIHOOD PROGRAM

Dumalo ang higit sa 70 katao sa libreng livelihood training na isinagawa kahapon, ika-28 ng Agosto 2010 sa Capricorn St. Sta. Rita. Itinuro sa mga dumalo kung paano gumawa ng Chinese Butchi, Puto Pao at Square Pear Ham.


Ang naturang programa ay isinagawa sa pagtutulongan ng BLOOM Sta Rita na pinangungunahan ni Kgd Bella Asuncion at Bagumbayan CEO Edwin Piano. Ang regular na schedule nang naturang skills and livelihood training ay dadalhin sa ibat ibang purok sa barangay Sta Rita.

Masayang isinagawa ang culminating activity ng Buwan ng Wika sa Santa Rita High School. Ginanap ang patimpalak ng pagsayaw, pag-awit at ang pagpili ng lakan at lakambini ng paaralan

Aksidenteng tumapon kahapon, ika-27 ng Agosto ang isang container ng alkitran na dadalhin sana ng kompanyang Filmixco sa bahay ng isang residente sa filtration road katabi ng Local  ng Iglesia ni Kristo.

Nagdulot ng pagsisikip ng trapiko ang naturang insidente sapagkat napilitan ang Traffic Management personnel na mag divert patungo sa Sta Rita road o kaya Cabling lane matapos na isang motorsiklo ang sumadsad, isang driver at pasaherong bata ang nasaktan sa insidente.

Agad namang tumugon ang Disaster Management Office, maging ang Brgy Rescue Team na pinamunoan ni Kgd. Eric Janhke.

Nilagyan ng layer ng buhangin ang mahigit 50 metrong apedtadong daan upang maging absorbent at matapos ang mahigit isang oras, the DMO SR Rescue units washed down the remaining chemical.

Ang iba pang ahensyang tumugon sa naturang insidented at ang Sanitation and Management office na pinamunuan ni Dante Ramos at ang Bagumbayan volunteers na pinamunuan ni Ed Piano

Isang pagpupulong ang ginanap kaugnay sa mga gaganaping proyekto at libreng skills and livelihood training para sa Barangay Sta. Rita, kaninang umaga ika-26 ng Agosto 2010 sa FMA Hall, City Hall.

Dinaluhan ng higit sa 50 katao kabilang si Ed Piano, Direktor ng Skills Training Center and Executive Vice President & CEO ng Bagumbayan Volunteers of Olongapo, Inc.,  Kgd. Linus Bacay, mga coordinators ng iba't ibang purok ng Sta. Rita at mga supporters ang nasabing pagpupulong.

Aquino pushes bgy polls

MALACAÑANG wants the Commission on Elections to continue with its preparations for the holding of the barangay elections in October despite calls for postponement of the polls.

Secretary Ramon Carandang, spokesman for the President, said the Palace supports the move in Congress to postpone the barangay elections despite the growing consensus among lawmakers for its postponement until October 2012.

“Sinabi naman ni Pangulong Aquino na dapat ituloy ang barangay elections kahit alam natin na may panukala sa Kamara na i-postpone ito,” Carandang said.

House Majority Leader and Mandaluyong Rep. Neptali Gonzales II had said the Comelec should not suspend its preparations despite discussions on postponement. He said the President is determined to hold the barangay elections in October.

The President earlier said he would prefer that the barangay elections push through this year adding that he is set to certify a measure that would synchronize the holding of the next barangay and local elections in 2013.

Carandang said the President had already met with his allies in Congress to push the passage of the synchronized elections in 2013 instead of the postponement of the barangay elections this year. He said Congress leaders also held a caucus on the issue.

He said the barangay elections would also be among the topics to be discussed during the Legislative-Executive Development Advisory Council meeting that the President will convene anytime soon. by Tess Bedico - Journal.com.ph

Isang sunog ang nangyari kaninang tanghali sa residente ng mga Monato. Spontaneous combustion umano ang pinagmulan ng sunog ng ang pintura na may thinner na nakalgay sa isang plastic container ay biglang nagliyab dahil sa init ng paligid.

Daglian din namang naapula ang apoy dahil sa mabilis at nagkaisang pagkilos ng mga residente. Tinatayang umabot lamang sa 15 minuto ang naturang sunog at minimal lamang ang property damage dahil sa kooperasyon at pagmamalasakit ng mga residente.

Pinalagan ng taong bayan ang namamayagpag na operasyon ng video karera sa iba't ibang lugar sa Brgy. Sta. Rita.  Sinasabing may malakas na backer at protektor ang naturang operasyon ang naturang operasyon kung kaya't hirap maging ang barangay na masawata ito.  

Mabuti na lamang at may mga mamayan sa pangunguna ni ginoong Napri Provido ang hindi nagpasindak sa protektor ng iligal na gawain na ito.  Kudos sa purok leader na naglakas loob na kumpiskahin ang video karera.  Matatandaang maging ang pamunuan ng barangay ay walang magawa upang pigilin ito.

A tree that fell during the recent storm still poses danger to motorist especially at night. The remains of the tree occupies a good portion of the road creating an unsafe condition.

Barangay Captain Bacay should act promptly on this unsafe condition.

Santa Rita won the Gawad Kalasag 2010

The National Gawad Kalasag Validating Team composed of representatives from NDCC, DILG and ULAP visited Barangay Sta Rita to personally see the level of disaster preparedness of our barangay.

Barangay Captain Jerome Bacay assisted by Brgy Kagawad Eric Jahnkee, Kgd. Racquel Atienza, Kgd Virginia Bitangcol, Angie Layug, Ed Piano, Cob Cerudo and the Barangay Disaster Coordinating Council showed and explained to the validating team the mitigating measures and adaptability of the barangay to reduce risks during disaster.

Palace ban on politicians' names and images on billboards stays

A Palace spokesman said the directive banning public officials from placing their names or photos on billboards of government infrastructure projects stays even though Arroyo allies have opposed it.

At a press briefing on Tuesday, Presidential Communications Development and Strategic Planning (PCDSP) head Ricky Carandang said the orders of the Department of Public Works and Highways (DPWH) and Department of Interior and Local Government (DILG) still stand.

"The departments are perfectly within their authority to issue those memos. The congressmen can question that, they can differ with that, they can debate it in Congress but until it's been proven otherwise I think the departments have the authority to do that," said Carandang.

President Benigno "Noynoy" Aquino III told earlier government agencies not to use his name for government projects or programs.

This prompted the DPWH to issue Department Order 37 directing its regional, district engineering and project management offices to follow the revised "Standard Project Billboard format."

The acceptable billboard format no longer allows the names or images of personalities, including the President, to appear in project billboards.

The DILG also said it will not allow billboards of government projects to carry the names or images of politicians.

Arroyo allies

While the executive branch's moves were welcomed by the general public, some lawmakers allied with former President Gloria Macapagal Arroyo, who is now congresswoman of Pampanga's second district, opposed it.

At a press briefing on Monday, Quezon Rep. Danilo Suarez said congressmen should let their constituents know about the projects they initiated even though it is funded by the government.

Zambales Rep. Ma. Milagros Magsaysay also said billboards help the public identify the projects initiated by their congressmen using their pork barrel.

Iloilo Rep. Augusto Syjuco said they can tell their constituents, through billboards, that they have kept the promises they made during the elections.

Carandang, however, said the president is firm in his directive because he does not want government officials to take credit for government projects.

"I think the message of the president here is very clear: this is not the money of this administration; this is not the money of the members of Congress; this is the money of the taxpayers," said the Palace official.

No officials’ pics, names allowed in govt signages — DILG chief


The Department of Interior and Local Government (DILG) will no longer allow billboards for its projects to carry the name or picture of any government official, because the practice implies that the project’s funds came from individual officials.

“Revisit previous projects and see to it that billboards, tarpaulins and signages for DILG projects do not emblazon the name or image of any government personality or politician," said Interior and Local Government Secretary Jesse Robredo in a circular issued Thursday.

Pols’ names, mugs must go–Palace


Malacañang is bent on seeing the names and faces of government officials permanently removed from billboards announcing infrastructure projects paid for with the people’s money.

The Palace supports the implementation of the orders issued by the Department of Public Works and Highways (DPWH) and Department of Interior and Local Government (DILG) for the removal of such signs, according to Secretary Ramon Carandang of the Presidential Communications Group.

“I think the departments are perfectly within their authority to issue those memos,” said Carandang in a news briefing Tuesday.

Carandang was reacting to a meeting some representatives had Monday with Public Works Secretary Rogelio Singson where they told the latter that they were opposed to the removal of their names and faces on government billboards.

“The congressmen can question that… they can debate that in Congress (but) until it’s been proven otherwise, I think the departments have the authority to do that,” said Carandang.

I don’t agree with the call of our senators for the postponement of the barangay and SK elections primarily on the issue of savings or diverting the P3.5 billion fund allocation to more “worthwhile” projects.

On this issue, there is no other way but to instead support P-Noy on his stand of letting the polls push thru as mandated by law. That is, if we are to start reforming our political structure down to the grassroots level.

Possibly save for very few instances, our experience in the last nine years that GMA was in power would lead to the conclusion that the widespread corruption that permeated her administration has seeped down to the village level. There is thus a need for an urgent revamp of our village officials.

Sandamakmak na ang mga tamad, tanga, iresponsable at mga tiwaling opisyales ng barangay at panahon na para naman masipa at mapalitan ang mga ito, ’di ba, kasamang Pabs Hernandez ng Bulgar?

Paano natin maisusulong ang tuwid na landas na gusto ni P-Noy kung karamihan sa mga magsusulong nito sa ibaba, ang mga barangay officials, ay mga abusado at protektor ng mga iligal mula jueteng, tupada, bookies ng karera hanggang droga?

By calling for a postponement of the barangay polls, our lawmakers are not contributing to the effort towards good governance; they are only proving themselves to be far removed from today’s reality.

Sa pagpipilit ng ating mga mambabatas na kanselahin ang barangay election ngayong Oktubre, ang nakikita natin ay grupo ng mga pulitiko na sariling interes lang talaga ang inaatupag at hindi “nakakapa” ang sitwasyon ng ordinaryong mamamayan.

Dahil ba nasa posisyon na kayo at “masarap na ang buhay” ay wala na kayong pakialam sa hirap na dinaranas ng karaniwang tao sa kamay ng kanilang mga abusadong barangay leaders?

Ditto, the call of P-Noy for the scrapping of the SK polls is timely and relevant. Kung mayroon man na dapat ipasang batas ang Kongreso, ito ay ang paglusaw sa SK election.

P-Noy, who has a gentle personality, may not have voiced it in order to avoid offending some quarters but the fact of the matter is that the SK has become a school ground for political corruption. Mga bata pa tinuturuan na agad ng katiwalian!

Indeed, if the aim of the SK is to instil discipline and hone the leadership qualities of our youth, then the right thing to do is to restore compulsory military training. Ibalik ang ROTC, tapos! journal.com.ph

THE Senate will push the barangay elections issue to undergo the review of Legislative Executive Development Advisory Council (LEDAC) to resolve the issue of postponement or not.

Senator Migz Zubiri has expressed optimism that the barangay elections will be postponed. “Kailangan face to face. Sana by next week magpatawag na siya (President Aquino) ng LEDAC. Ilang araw na, month and a half, 45 days,” said Zuburi.

The Senate Committee on Local Government headed by Senator Bongbong Marcos has conducted a Senate inquiry yesterday morning to hear the side of all ‘stakeholders’ whether the supposed October 25 barangay elections will be postpone or not.

Senator Vicente “Tito” Sotto II has agreed the idea of postponing the barangay elections until 2013 to save the tax payer’s money worth P3.4 billion which can be used for more important government program like establishing more school buildings and others.

Sotto said if the government will postpone the barangay elections for a year, it just like delaying the expenses. “But still we will spend such amount. We just hold barangay elections along with national election on 2013,” said Sotto.

Both Sotto and Senate President Juan Ponce Enrile were in favor to postpone the barangay elections till 2013 national elections.

“I am for the synchronization dahil masyadong magastos ’yang frequent elections. We’ll economize much and maybe what we can save can be earmarked for education and health,” said Enrile.

“Maganda ’yung proposal ni SP (Enrile) para isang gastusin na lang. Isang election kada tatlong taon para hindi midterm, maraming election, too divisive,” Zubiri added.

President Noynoy Aquino has earlier announced that he is not in favor in the proposal of Congress to postpone the barangay election.

“Problema natin, balita ayaw ni Noy postponement so kailangan kumbinsihin with SP na kausapin siya. Ito ’yung advantages. Baka hindi nila nakikita. ’Pag kinausap siya, makakatipid ‘to sa ating lahat at walang politicking syempre sa halalan mga kapitan nakatayo sa entablado may kinakampanya, siguro kung sabay-sabay wala na maikampanya. ’Di na political. More apolitikal,” Zubiri stressed.

Senator Marcos on the hand is also in favor for the deferment of the barangay elections.

“I filed for one year. Not my intent to push for one year and put it there to give ourselves option, there’s the syncro. Sa house, 11 measures, each has own solution. I’ll leave the decision (if there’s postpone). I’m not pushing for a part. Period. I want to see from everyone who has the most practicable period of postponement, the most useful to handle the problem with SK, cost,” Marcos added.

Comelec chairman Jose Melo said they will continue the preparation for the barangay elections until the Congress and Malacañang can decide whether it will be postponed or not. journal.com.ph
